Overview
Support to European Capacity Calculation Regions to coordinate TSOs, RCCs, and regulators on cross-border grid operation and capacity methodologies. Technical advisory to TSOs in the implementation of international coordination processes for cross-border capacity calculation and security analysis.
Background
The clients, key players in European electricity transmission, sought strategic and operational support to manage the complexities of the processes in Capacity Calculation Regions. These regions include multiple TSOs and regulatory entities collaborating under EU CACM network codes to harmonize cross-border capacity calculation, security analysis, and service development. For one Region, BIP’s role was to coordinate expert groups, monitor critical issues, support governance, and facilitate negotiations between RCC and TSOs, ensuring regulatory compliance and operational excellence. For the other, BIP’s role was to provide technical advisory to a TSO in implementing the flow-based methodology for cross-border capacity calculation for day-ahead timeframe.
Challenge
Managing the multi-stakeholder coordination and delivering standardized, efficient project management and technical advisory within a regulatory-driven, evolving framework required navigating interdependencies among working groups, ensuring alignment with Steering Committee objectives, and balancing strategic and tactical priorities under tight deadlines.
Approach
BIP structured a comprehensive coordination framework among TSOs, RCCs, and regulators across the capacity calculation region. The approach included facilitating operational working groups to enhance communication, identifying and addressing critical cross-border issues. BIP also played a neutral facilitation role during negotiations on service agreements between RCC and TSOs, thus fostering consensus and clarifying responsibilities. For the technical advisory, BIP provided coaching and technical advisory for TSO teams participating in international working group, and defined an internal governance model to guide the implementation. Deliverables comprised monitoring tools, strategic summaries, and regulatory-aligned documentation to ensure compliance and resource optimization.

Results Achieved
The client benefited from technical advisory and improved project management standardization, enhanced resource and cost control, and more effective communication and coordination between TSOs and RCC. This led to increased operational efficiency, timely achievement of European regulatory milestones, and strengthened governance frameworks for future international collaboration in capacity calculation and congestion management initiatives.
